Concrete, Cement EPD Bill Amended

January 15, 2020

Earlier this week, a bill to require environmental product declarations (EPDs) for concrete and cement was amended in the Assembly Natural Resources Committee to increase the applicability threshold for concrete. The bill AB 966 (Bonta) requires all cement plants to develop EPDs and submit to the Air Resources Board. It would also require that state projects using concrete submit an EPD to the state agency awarding the project. Originally, it would have applied to state projects using at least 50 cubic yards of concrete. Under the amendments in the Natural Resources Committee, the threshold will be increased to 500 cubic yards.
